• I have served in every area of Sheriff's Office operations--dispatching, corrections, patrol, detective/criminal investigations, and administration/operations.

 

  • As the agency's Operations Officer, at the direction of the Sheriff and with the collaboration of the various boards of township trustees and the county's Information Technology and Emergency Management personnel, I directly participated in the establishment of Sheriff's Office substations in eight townships throughout Erie County.    The construction and maintenance of these substations, simultaneous with the development of corresponding records and report writing technology, has resulted in the development of patrol procedures whereby patrol deputies directly report, at the start of their shift, to a pre-scheduled substation in their patrol vehicle.   This change has resulted in an increase in patrol visibility throughout the county, along with a decrease in response times to calls for service, at little or no additional cost to county taxpayers.   The use of the substations also provides for our citizens to be provided with various convenient locations throughout the county to meet with a patrol deputy, rather than having to drive into the main Sheriff's Office station as was the only option in the past.   As Sheriff, I am absolutely committed to the continued use of these substations by patrol deputies.

 

  • As the agency's Operations Officer and at the direction of the Sheriff, I have collaborated with various executive officers of the involved entities in the development of requested contracts for supplemental law enforcement services between the Sheriff's Office and the Huron Township trustees, BGSU Firelands, EHOVE Career Center, and North Point Educational Services Center.   The implementation of these contracts has resulted in the employment of six additional deputy sheriffs providing vital law enforcement services to the contracting entities.   The contracting entity reimburses the county for the wages, benefits, and vehicle costs associated with the deputy's employment.   During their shifts, these deputies are available by agreement with the contracting entity to respond to emergency calls for service throughout the county if needed.   As Sheriff, I would be committed to responding quickly and cooperatively to any similar requests for contract law enforcement services that would benefit the community in a similar fashion. 

 

  • As the agency's Operations Officer and at the direction of the Sheriff, I have been directly involved in the development of requested contracts for the provision of law enforcement, fire, and/or emergency medical service dispatching between the Sheriff's Office and various townships, villages, and cities throughout the county in collaboration with executive officers of those political subdivisions.   Most of these contracts have been implemented, with the result being greatly decreased costs for dispatching services and greatly increased communications efficiency for the contracting entities.   As Sheriff, I would be committed to entering into any other requested similar contracts with a goal toward consolidation of dispatching services through the Sheriff's Office, using facilities already developed and paid for by grant funding and/or funds received from taxpayers throughout the county. 

 

  • As the agency's Operations Officer, I have routinely authored and updated numerous policies and procedures--subsequently approved and enacted by the Sheriff--that govern the performance of duties and tasks by members of the Sheriff's Office, including policies that address appropriate use of force, appropriate use of firearms, appropriate emergency and pursuit driving, and various other issues addressing professional conduct.   As Sheriff, I would be committed to continuing to provide for the continual update and development of professional policies to serve as benchmarks of conduct for agency employees. 

 

  • The primary asset of the Erie County Sheriff's Office is its staff.   These professional men and women  work diligently every day--routinely at great risk to their own personal safety--to provide, to the best of their abilities, competent and professional law enforcement, corrections, and dispatching services to our constituents.   As Sheriff, I would be committed to ensuring that Sheriff's Office employees are treated in a fair and ethical manner; that they are provided any relevant, necessary, and budgetarily permissible training and equipment; and that they are held to the professional standards that the community expects and deserves.    

 

  • A legally required--and absolutely vital--function of the Sheriff's Office is the operation of the Erie County Jail.   Prisoners must be held for the various courts in a safe and secure manner.   As Sheriff, I would be committed to ensuring that jail operations are carried out in a professional, dignified, and judicially approved fashion.

 

  • Finally, while considering all of the above as being extremely important, my primary goal as Sheriff will be to provide the citizens of the county with the most efficient and effective law enforcement, corrections, and communications services possible--delivered always with honesty and integrity, and bringing a sense of urgency to those matters that require it.   This must be done within budget and through the continuation of the professional and cooperative relationships that the Sheriff's Office now has with all various local, state, and federal governmental entities and other public safety providers in the region.
